STRATEGIC INTELLIGENCE BRIEFING

VENEZUELA — SEPTEMBER 2026

Venezuela is entering a new and uncertain phase. The political landscape may appear to be moving toward a transition, but many of the institutions, security structures, and mechanisms of control inherited from Chavismo remain firmly in place. At the same time, the country’s oil sector is undergoing a major realignment, U.S. economic and energy influence is expanding, and China and Russia are facing a very different strategic environment.

This Strategic Intelligence Briefing – Venezuela, September 2026 looks beyond the headlines. It examines tensions within the governing structure, judicial reform, political prisoners, oil and debt restructuring, Washington’s growing role, the continued presence of colectivos and intelligence services, and the security implications of the ELN and Tren de Aragua.

It also identifies early-warning indicators for October and November and examines possible developments over the next 30–90 days.

The central question is straightforward, but the answer is not: Is Venezuela genuinely moving toward political transition, or are we witnessing a reconfiguration of power that preserves much of the existing structure while adapting to a new economic and geopolitical reality?

That is what this briefing attempts to determine: separating events from indicators—and indicators from what they may actually mean.
